Color page opening setting to deafault to Color Wheels

Hi, in version 19 the color page opened with the Color Wheels selected but in version 20 it now opens with the Curves tab as as default. I have tried saving the layout under the Workspace tab but this does not work. Switching projects with the Project Manager leaves to color page as set up when loading the next selected project.
It would be convenient to set up the Color page with my own default setting when starting the program.
