Missing Neural Engine Optimization!

I am trying Resolve Studio 20 on old laptop, and I noticed that "Use neural engine optimization on NVIDIA" is not shown:

Is this option availble only for select nVidia GPUs?
HP Z2 Mini G9 Workstation

I believe RTX models. (My GTX 1070 doesn't have it either.)
My Biases:

You NEED training.
You NEED a desktop.
You NEED a calibrated (non-computer) display.

P1000 is a rebadged GTX 1050

https://en.wikipedia.org/wiki/Quadro

It will not support the advanced AI features, the hardware for this requires an RTX card.

I think it has something to do with iGPUs.. I have two workstations with iGPUs and one workstation with dual Xeons and an insane amount of RAM.
One of the lower end workstations has a GTX1060 and it ran Neural optimization for two hours upon first startup.
The other lower end workstation is the same motherboard, but with a RTX3090 and it took about an hour to optimize.
The dual Xeon (no iGPU) has a GTX1080Ti but there's no Neural option and it never ran optimization.
The only difference I can think of is the newer low end motherboards have iGPUs (i7 CPUs).
PRIMARY WORKSTATION: Dual Xeon E5-2667 vs, 128GB RAM, RTX3090Ti, Speed Editor, HP LP3065, LG 31MU97-B
SECONDARY WORKSTATION: i7-9700K, 64GB RAM, RTX3090, Speed Editor, HP LP3065

PROJECTION: Sony VPL-VW675ES
