I can play my clips at 1x, 2x, 4x just fine and get audio, however when I scrub through with the speed editor on either the cut, or edit page, there is no audio, no matter what speed I use. This seems to be a new bug in 19.

I had the same problem today, thanks Christoph for pointing out the solution. I did not know that Audio Scrubbing can be turned off

Can anyone advise the Shift S shortcut is still present in Version 20?
I've got the drop down option Timeline>Audio>Audio Scrubbing, but the shortcut isn't mentioned here and hence doesn't seem to do anything.
Or is this a limitation of the free version?
Edit:
Disregard this peeps. When I setup initially I'd picked the Adobe Premier keyboard layout and forgotten all about it. Then watching a tutorial was baffled why the standard DR keyboard shortcuts weren't working.
I've since changed the keyboard prefs back to DR and they work as they should.
