I was going to open this low resolution file and run it through Superscale AI, but it won't import into the media pool.

VLC CODEC info as follows:

Codec: H264 - MPEG-4 AVC (part 10) (avc1)

I thought that's a pretty common CODEC.

File imports and edits and plays like any other in Adobe Premiere Pro.

How do I get that information? I only see what VLC Media Player shows for CODEC info and I posted that info.

Took a while to figure out that Media Area was Media Info.. and why do these programs not have a portable version that does not require junking up the Windows Registry?

The video is just over 600MB. I can't post a sample as I cannot even import it so I can render a small piece of it, but then, I wouldn't be asking the question in that case... :-)

It certainly looks like the video should import. The sound won't, because it's HE-AACv2 which DR doesn't support, but I don't think that would stop the video stream from importing.

600 MB is not that huge these days. Even the free version of services like DropBox, Google Drive or WeTransfer will handle more.
What’s the source of these files? It will all be guesswork if folks are trying to help without a sample.

I found that the file was not visible if I navigate with the Media page to locate the file, however, I tried an experiment and used the Windows Explorer to locate the file and dragged it into the Master bin on the Edit page and that worked. The only issue was the audio track was empty.
So I opened the file in VLC and exported the audio as FLAC. That opened, but was zero length in DR. So next I opened that in Audacity and converted it to WAV and then imported that to DR and that worked. Now I am running the 2X superscale and exporting a Full HD version. Looks like a little under 17 minutes to export this over 2 hour video.
