I had a chance to dig into this a bit more. Observed on two different Windows 11 systems, one DR 19.1.4 Build 11, the other DR 20.0.1 Build 6.
It seems to occur when generating proxies for source footage which is 1440x1080 MTS AVCHD HIGH L4.0.
The two screenshots below are from DR 19 and 20. Each screenshot has example-footage1.mp4 and example-footage2.mts. I dragged/dropped the generated proxies into the same 'bin' which you can see as the "*-proxy" items. The "*-Render" item is from a Render In Place to QuickTime H.264 just to show it does properly generate H.264 for the .mts source footage, where a proxy is generated as DNxHR 444 despite the selection of H.264.

This seems unrelated to any system anomalies... and seems to remain unfixed in DR 20. I would guess this is a bug based on logic around source footage attributes.
