Network bandwidth/latency requirements for collaboration

We are looking at switching to Resolve for our workflow, so that we can use the collaboration capabilities, specifically connecting to a remote database.

We don't have fiber networks.. just good old Wifi networks with 30-100Mbps connections, with 1/10 of that up.

How does resolve work with the collaboration? I would assume that the assets are stored locally, and only the data is sent to the DB, but I would like some confirmation, and some feedback on the overall performance of this type of setup.

Can a particular user load up lower resolution assets for a video project and make edits, and then encode using high-resolution assets later?

Any information notes/comments about the workflow would be appreciated.
