Highlights and Shadows Control

Do the Highlights and Shadows control operate on individual pixels or are neighboring pixel values taken into account?

I am getting strange results when I generate a frame with exact pixel values and use the Highlights and Shadows controls. It does not happen with any other controls.

they do something on the edges (like combining the highlight values on a [midtone contrast])
