I'm not sure if this is a bug or working as intended.
I added a clip to the timeline, and flipped it top to bottom. In the timeline viewer the clip plays flipped, but the clip "preview frames" on the timeline still show it un-flipped.
OS version: Windows 10 Version 1803(OS Build 17134.165)
Resolve Version: 15.0.0B.073
GPU: GTX-1060-6GB
