Fusion & Input Scaling

I think I'm seeing a bug here in Studio 15b7 under Windows 10 Pro (1803).

I'm starting with some Pocket cDNG clips and editing in a DCI Scope 2.39 project (2048 x 858). I have my Input Scaling set to Scale Full Frame with Crop. For editing, this produces the desired results. (The material was framed for this aspect when shot.)

The problem arises when working with a clip in Fusion. Once I add an effect, the Input Sizing is lost. Moving back to the Edit page, I now see the full frame with black on the sides, not the cropped image I should be seeing.

I can change the Scaling in the Inspector to Fill as a work around, but when set to Project Settings, those are not respected as I believe they should be.
