HitFilm Ignite has an "Express" package that is free, but it lacks some of the more sophisticated effects in the paid version. The OFX Utilities are freeware, last I checked. The New Blue stuff did not work well with Resolve, the last time I tried them. Be warned that most of these OFX plug-ins require a lot of hardware horsepower.
