Troubleshooting Rendering performance

Hello all,

I started using Davinci Resolve on suggestion from Reddit after using Sony Vegas Movie Studio 13 for the past 5ish years and I love it. However, after upgrading to DR17 I'm having some problems with the performance.

I'm currently rendering out my biggest video yet with over two hours of footage and audio, recorded with my Galaxy S20FE.

I'm rendering it out to H.264 and every time it gets to a Fusion effect (I have a few transitions to overlay images onto the video and around 30 Fusion text effects) the frame rate, render speed and CPU usage absolutely tank. It's doing less than a single frame per second, and using maybe 20-24% CPU, and zero GPU usage. When it's rendering out pure video by itself, it flies, and the CPU pegs at 100%.

Can anybody help me figure out the issue here?

Specs:
AMD Ryzen 5 3600 stock
AMD RX580 4gb (OCed, undervolted, water-cooled)
32gb DDR4-3000
1tb NVME drive (OS)
1tb SATA image and recorded video storage drive
1.5tb game file storage drive
2tb external USB3 drive (the timeline media is stored here - I know this will slow it down, but it doesn't seem to matter when it's processing pure video with no effects)

Windows 10 2004 build 19041.804
Davinci Resolve Free 17.0.0.39
AMD Radeon Software 20.11.2 (says it's up to date, checked today).
