I decided to try the Frame.io delivery, with a video with In/Out marked. (I'm experimenting with the free Frame.io account and wanted to keep things short.)
First, it rendered/delivered the entire timeline and not just between In and Out.
Second, when I added comments up on Frame.io and then came back to the timeline, all of the comments were offset to start where the In point had been. (As if the Deliver had honored In and Out.) I'd marked In/Out near the end of the timeline so the markers ended up falling off the end of the timeline's content.
