A Cross Dissolve it what you apply to the picture. A Cross Fade is what is applied to an audio track. Just different terminology between the motion picture and audio industries for what is essentially the same thing.
The db does mean decibels as those values are shown for Audio crossfades which is why they are in the Audio Transitions section of the Effects Library. They are not shown for Video cross dissolves which are in the Video Transitions section because the db scale does not apply to visuals.
