Inspector transform limits & file resolution metadata issue

I have a HD 1920 x 1080 project.

I have a small png graphic which is 500x100

When I bring it into resolve I cannot move it vertically out of frame either up or down with the inspector Video Transform Position Y adjustment.... it stops at a value of 400....
WHY are position values restricted to 4 times file dimensions. ?

To get around this issue I put it in a photoshop HD 1920 x 1080 project and exported it as a HD PNG.
Then...
When I replaced the original file in the media pool, the metadata still listed the 500 x 100 resolution the file had when I first imported it and I still could not move it out of frame vertically.
The only fix was to delete all media and instances and then re import... or renaming then importing as a different file.
Seems strange to me ... is this a bug or Resolves way of maintaining any transforms still work with file replacement?

I don't think it's a bug.
My Biases:

You NEED training.
You NEED a desktop.
You NEED a calibrated (non-computer) display.
