Transition Properties - On/ OFF switch

Is the intent to turn On /OFF transition in the inspector > transition > video to turn it on or off? There is no mention of it in the manual, ( page 727 ) and it doesn't work in 17.1 build 24

Seems all it does is disable the customization of the transition.
My Biases:

You NEED training.
You NEED a desktop.
You NEED a calibrated (non-computer) display.
