Resolve 17 Project Server Setup

I've recently purchased Resolve Studio, and am attempting to set up a collaborative editing environment where the other editors on my team can log in to my network via VPN and access a shared project. Before setting up the VPN, I'm attempting to get the project server working on my main editing machine.

I have installed Project Server 17.1 (with the default built in PostgreSQL installation), and when I attempt to open the project server I get the following error:

"Connection Error
The PostgreSQL server is either not running or the password is incorrect"

I've tried creating a windows firewall exception, reinstalling, uninstalling everything and trying Resolve 16, and using the pgAdmin tool that is installed with Postgresql.

When attempting to access the admin panel with pgAdmin (using DaVinci as the pwd), I get the following:

"The server doesn't accept connections: the connection library reports
could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "localhost" (::1) and accepting TCP/IP connections on port 5433? could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "localhost" (127.0.0.1) and accepting TCP/IP connections on port 5433? "

This had me thinking that maybe the service hadn't started, but looking at my services, it definitely is running. I have also tried changing pgAdmin's connection so that it's attempting to access the server via my LAN ip address, but receive the same error.

Have I missed a step in setting this up? The guides seem to say that the installer does all of the configuration, but it feels like I'm missing something.
