This fixed it. I plugged it into my best USB charger for a couple hours. Thought it was charged as the USB connection would show 99% charged on the Control panel when plugged in.
I first saw life from the Speed Editor when checking Bluetooth devices on my iPhone 7. It appeared and then I was able to see it in Windows 10.

I had made several videos and put the Speed Editor back in the box for a week. Tried to edit another video and no connection. Plugged it in and monitored the iPhone Bluetooth screen. About 5 minutes in I see the device. Go into Windows Bluetooth settings and added the DaVinci Keyboard (I did remove it trying to troubleshoot). The battery displayed 1% and is now incrementing up.
What I am thinking is the initial USB connection showing 99% in Resolve caused some confusion on my part.
