How to create outlines/strokes around images in thumbnails?

Hi guys,

How can create a outline/stroke around an image of myself within my Youtube Thumbnails?

I can create all other elements of the thumbnail (polygon, borders etc.). I just want to create a outline/stroke around myself to make it really stand out.

I'm referring to the white outline around this guy here (sorry I don't know how to add image here, but link will take you to correct image):

I'm fairly new to DR, and I've searched everywhere for the correct steps but I can't find them. I'd really appreciate your help with this!

Well, if it's a still, you'd do it in a photo editor like Photoshop. The experts in that software probably have some good ideas.
