Smoothing Timelapse Sequences

Have seen some excellent techniques using After Effects that smooth out the look of timelapse sequences by adding blur in a controlled way to elements of a frame that are moving fast in the timelapse, while keeping the stable elements sharp. After Effects has "Timewarp" to achieve this.

Is there an equivalent technique in Davinci Resolve?

Speed Warp is great for filling in gaps when you want smoothness from slower frames, but I need to roll that in reverse and smooth out the fast moving elements instead. I don't want to blur the entire frame, but to detect fast moving objects that are otherwise sharp and have them blurred.
