Yeah, I think you're probably right, although it doesn't make much sense.
I did end up converting it with Handbrake, but it's just a pain to have to do this for every clip. They're really long and there's a lot of them!
Perhaps someone at Blackmagic could look into this. The file must be relatively within spec since all the other software out there can play it.

Maybe ffmpeg will do a better job? I use it daily in a script/batch mode, just to convert videos taken by smartphones, they are H.264 video but with AAC sound; sound transcoding goes painlessly and is fast.
