Insert images without scaling

I have a timeline that is 1920 x 960 and I want to insert a square image.

In Project Settings I tried all of the options in Input Scaling, but when I add the image it fills the screen with cropping. How do I add it so that the longest edge fits and the rest has bands?

Can you not use the Inspector to resize/crop?
