Limit at ____kb/s not working (H.265 Export)

For the H.265 preset the limit at kb/s is not working. I have tried rendering in both Native and NVidia using it. It consistently gives me a output bitrate of 25MB/s for no good reason. I have tried using Custom preset as well just to make sure it wasn't some automatic setting. What could be happening? H.264 export works fine! I really don't want to use Handbrake to convert a massive DNxHR file because I do not have hundreds of gigabytes to spare right now.

I am running DaVinci Resolve 17.4.6.

I do see this working in the 18 beta.
My Biases:

You NEED training.
You NEED a desktop.
You NEED a calibrated (non-computer) display.

Just seems like at this point from my understanding and reading is you basically need to do the "Two-Step" DNxHR ----> Handbrake Render. I was told to try Cineform / Handbrake. An 11-minute file was 66Gigs and almost 820Mpbs bitrate before render. Post render was only 70Mbps. Rendering for me is better in Premiere. No need to render then re-render. Just seems like Resolves H.265 is trash.

I hope the full version comes out soon, then! I got burned using 17 beta because of all the crashes. For now, then, I'll use H.264 while H.265 is broken... Double the file space, but at least I don't have to re-render and all that.

At the same bitrate, it would actually be the same file size. Codec isn't a relevant factor here.

I know that, but while I am trying to set a different bitrate, it chooses the same bitrate as it would if in "automatic" quality mode.

Are those the automatic modes? The problem with them in H.265 is that they do the same bitrate regardless of if I choose best, low quality, medium quality, etc. I consider the automatic bitrate feature broken on H.265. On H.264, automatic bitrate and manual bitrates work, but I am trying to export HDR so H.264 would not work.

Mabe you don't quite understand these options. Do this:
5950x, 3090, 128GB.
