Edit Tab-Paste Attributes-Maintain Timing | OFX vs. general

I'm seeing a difference in how paste attributes for OFX keyframes are handled vs. general video parameters (e.g. scale, position).

For maintain timing the keyframes for general parameters works as I would expect. For OFX it appears the keyframes are appending to the timecode of incoming and outgoing source media. Not relative to the timeline TC or position of the play head.

How can I make it such that the behavior of pasting attributes of OFX and general parameters functions in the same way?

I assume this is either a bug or a feature that hasn't been included in the Edit Tab as of v18.0.4?

Does anyone else experience this incongruity in behavior? I've tested across 3 systems 2 windows, 1 mac.
