Noise Reduction doesn't work with Photo?

Dear all.
I try couple of times, i have some really noisy picture/photo in my timeline. I try to use noise reduction in colorpage, but seem doesn't work.
Anyone here have tried it?

Temporal noise reduction won't work for obvious reasons, all the frames are the same. But spacial noise reduction works as expected.
