It seems to me that if you scale a piece of video on an upper track to below 100% (or rotate it, or pan/tilt it) it should reveal whatever video is below it (at the edges.) This IS the case if you are changing the Edit Sizing, but if you change the Input Sizing (on the Color Page), this is not the case. The video you are scaling will get smaller, but if it doesn't fill the frame there will be black revealed, NOT the underlying track of video. This is counter-intuitive.

You need to use edit sizing

you can add an alpha output with a full sized polygon power window and use input sizing with alpha...but easier to use edit sizing (which you can still use in the colour page/on panels)
