missing effects library

I have just installed the free Resolve 6.1.1 and now find that my effects library is empty. All the headings are there but if I click on say video transitions there is nothing there.
x64 based laptop
Windows 10 home, build 18362

I have now found that they are fully accessible from the cut page but missing from the edit page

Make sure you have "Show All" selected in the dropdown menu right above Toolbox.

Everything from Titles down on my Resolve 16.2.6 on my Windows 10 install is missing. I have tried re-installing many times. Including reg cleaning, rebooting, un-installing and trying a new install. Nothing works. When I did the initial install the Effect library was all there. Including the titling which I used, however, after my first video render finished the complete Effects library has not returned. Does anybody have any suggestions?
