Speed change from 23.98 to 25fps introduces repeat frame

Does the "Change clip speed" setting actually change the clip speed or just create extra frames when going from 23.98 to 25 or is this supposed to be a true speed change?
I've tried this a few different ways without success:
1) Create a 25fps timeline, import 2398 footage to the time line, change the clip speed to 25fps, export at 25fps
2) Create a 2398 timeline, leave clip speed alone and export at 25fps in the Delivery module
I've tried some other methods but those seem like the obvious ones to try. I've also double checked my monitoring set up (it's fine and other players display the same repeat frames) and checked that the source isn't introducing the issue.

Right click on the clips from the bin, select Change Attributes, and change the Video Frame Rate to 25. That will avoid any interpolation.

This did the trick. Odd that changing the attribute at the media pool level creates a real speed change whereas doing this when the clip is in the timeline creates the repeat frame.

Spoke too soon. This didn't change the audio speed so now I have a sync issue.

That's the thing, I don't have separate audio. I'm going to give this a shot on my Mac to see if I have any better luck.

To get clips to conform to the new frame rate and keep audio sync you'll have to set your project Mixed Frame Rate format to either None or Final Cut Pro X in Project Settings/General Options/Conform Options. This has to be done before any clips are brought into the project though.

Just over a year later, and I think I have something new. Firstly, thanks to everyone's suggestions above. I'm having my own troubles trying to convert this way and went through exactly the same issues.
I'm trying to set up an episode of a show for 1080i 25 delivery. My source is a 23.98 QT with embedded audio (12 x discrete tracks). Currently, the most effective method (without digitizing from HDSR) is to conform a copy of the 23.98 QT to 25 fps using Cinema Tools, then render out a new timeline with revised head/tail formatting from Final Cut Pro 7. Building and rendering the timelines in Resolve is easy enough, but I want to move away from our dependence on Cinema Tools before aging equipment makes that decision for us. Here's how I set up my project:
DaVinci Resolve 16.2
Timeline resolution/frame rate: 1920x1080/25
Under General Options > Conform Options, Mixed frame rate format is set to "None".
This kept the picture and audio perfectly in sync, and the cuts match what we've done in the past using Cinema Tools or capturing from HDSR. I can also hear the pitch changing in relation to the speed--which is what I want; I *do not* want pitch correction.
Here's the new problem, though: Resolve is introducing some kind of phasing or flanging distortion to the audio (if I'm using the terms correctly). I thought maybe it was something that only happened during real-time playback, but when I rendered a test, the distortion was still present. Comparing this to the same episode using the Cinema Tools/FCP method, the distortion is not present.
Has anyone else experienced this distortion, and if so, how do I make it go away? Thanks very much!

Ahoy team!
I'm dealing with this introduced frame as well. I've tried all the suggestions above but nothing solves the repeated frame issue.
I've got a 23.98 source at 30s00f and I need my 25fps to also run at 30s00f.
Doing any retimes to this matched length introduces a repeated frame. Is there actually no way to go from 23.98 to 25? I've even got Twixtor involved to try to retime the asset that way, but that software introduces artefacts in the moving image...
Any other suggestions out there?

If even Twixtor isn't capable of doing it, you're probably out of luck.
You could try Speed Warp in DR, but you'll need a strong GPU or a lot of patience.
