Loudness Normalisation not standard

Hello! We can normalize audio in different standards in Fairlight page. If I switch to BS1770 I can set target loudness. I tried to set different values, but result always similar((. Any loudness target result same clip volume( My goal around -18 -16 lufs.
What can be the problem? Or it's a bug?

I tried with one of the clips. Clip gain set up to around 6 db with any target loudness. Of course I tried to normalize to -1 dbTP, in this case clip volume around 11 db. Therefore this is not a peak limit. It can be normalized to -18 without clipping.

Same behavior here.
I've never used the Normalize so I can't say if it ever worked. The rest of the presets are locked values but BS1770-1 and 1770-4 both let you adjust True Peak and LKFS. But the result is always -23LKFS.
v16.2.1 on MacOS 10.14.6

I believe the Project Setting is only for Metering. The action will only use default values to make adjustments.

I can confirm seeing the same behaviour here with 16.2.2 on MacOS 10.15.5. Adjusting target loudness in BS1770-1 and 1770-4 when using Normalize audio has no effect, keeps hitting same default target no matter the setting in the pop-up window for Normalize audio. Would like that fixed.

Hello, I can confirm this bug is still present in Version 17.1
