Hi, I'm going to buy i7 CPU. What is better CPU for DaVinci Resolve 16? 8 cores and 8 threads (i7-9700k) or 6 cores and 12 threads (i7-8086K / i7-8700K)?

It will depend on what Codec and Resolution you want to work with?
And if you have the Studio version of Resolve, if you Graphics Card support hardware acceleration of that particular Codec, Resolution, Bit width og Chroma subsampling?

For 4K will I suggest one of the AMD Ryzen CPU's manufactured in the 7nm process node, that both are faster and cheaper to produce. May be minimum a 12 core 24 thread version of it.

I don’t even know, basically these are videos recorded in mp4 format, these can be videos recorded using Shadow Play, also on an Sony action camera, and Canon m50 (Canon have Long GOP).

If you want to save some money, can you choose a B450 motherboard as told in my thread.
I will suggest you choose one with two M.2 PCI x4/x2 connections, for future upgrade.

I just now have i5-4670k 4.0 GHz and with Quarter proxy loading CPU 100%. Video downloaded from youtube. Video length more than two hours. And this is with conventional slicing. And it’s impossible to create an optimized clip since the download is immediately 100%.

Between those two, I'd go for the 9700K. It's faster and (on Newegg) cheaper than the 8700K.

To work with YT videos, get Studio and the GPU will take quite a bit of load away from your CPU.

The i7 8700 is more than enough for what you're contemplating. I've just finished editing up a 30-minute project from 120GB of long-GOP HEVC (H265) 50FPS 4K footage shot at 200mbps on my Panasonic HC-X1500 and my setup (see .sig) handled everything smooth as butter with the Studio version of Davinci Resolve.

The project involved some light color grading, quite a bit of stabilization, some clip retiming and a little Fusion work.

When I build my next editing machine (probably early next year) I'll almost certainly go with an AMD processor because they do present the best "bang for your buck" at the moment and Intel appears to have nothing ready to counter that as yet.

Resolve leans kind of heavy on the GPU, your GPU is pretty slow.

Yes, but the maximum load on the video card is 80%, and why aren't the remaining 20% used? Also, during the first playback of a transition, for example, it lags, and the second playback is normal and not in all transitions. Some transitions are not reproduced at all without caching, although the video card is loaded at that moment by a maximum of 40%. The processor loads up to 30% maximum. On my IPhone, in any editing program, all the transitions work without caching.
If the load on the computer was almost under 99%, then I understand that the matter is in hardware, and when there is almost no load, then questions arise.

How do you know what kind of editing I use?

There's been multiple threads by you where many people (including professionals) have recommended for you to get a better GPU that has more memory. This is because Resolve does pretty much everything on the GPU. If you don't want to get one then I'd probably would suggest for you to use some other software that is more CPU oriented.

I'd suggest looking somewhere else, Resolve doesn't like Shadow Play very much because of variable fps.
