unable to work, sends davinci to background

I have been using Davinci Resolve 16 (16.2.1) since march. I first install it in an intel mainboard with an i7 (2nd gen) with 24 gb ram, and a 1050 video card, windows 7. It worked perfect and still does.

Then i decided to setup a new computer with it, just a helper to work independently. So I setup the exact same enviroment. No difference at all.

First, once installed, dll entry point issue came out, during splash entry screen.

After working hours in looking for the solution, decided to install windows 10, and try again. The program went up the project main screen, When selecting pool, or any other panel, it just closes... i thought it crashed, but, on a more detailed review, the task manager show the app in the background.

What is the issue?
