When you restore a Disk database backup (which is what a .diskdb file is), you need to restore it to a unique name and new folder.
On a new install of Resolve on a new hard drive, you'll have the default Local Database, in the C:\Users\username\AppData\Roaming\Blackmagic Design\DaVinci Resolve\Support\Resolve Disk Database location.
To restore your backup, you need to call it something other than Local Database, and it needs to be in a new location, that Resolve can write to. You can't put a Disk database on an ExFAT partition.
If you've done all that, and it still fails to restore, put the .diskdb file on a file sharing site and provide a link to the file, and we'll take a look at it. You can PM me the link if you'd like to keep it private.
