Latency can't go lower than 128?

I'm using a Focusrite Clarett 8Pre USB on Windows 10 and the free version of Resolve for now (to test it out).

I figured out that I had to click the Fairlight tab at the bottom, click input on the audio track and patch the input to it. So now I'm getting audio signal, but the latency is too much to record a voiceover. I have set my audio interface to it's lowest buffer size, which is 16 but it doesn't seem to do anything. I also see that in Davinci Resolve>Preferences>General>Audio Processing Block Size it only goes down to 128. That's not an acceptable amount of latency for most people doing voiceovers or ADR. Is there something I'm missing on how to get the latency lower? My interface goes down to 16, but I tend to find about 64 to be the highest I can go while recording voiceovers. I tried setting the Fairchild>Monitoring to all the different settings and the only 2 that work are auto and input, both of which are too much latency.

I also tried to find the video monitoring offset settings but didn't see any under User>Fairlight.

I have a new Quantum 2626 on a MacMini with 64 gig of RAM and have exactly the same issue. If I use Studio1 and set block size to 30, the monitor latency/delay is completely workable - On Resolve at 128, not so much
I've been trolling the webs for an answer but so far Resolve seems to be the limiting factor.
And "no" monitoring off the interface is not an answer if doing ADR They can't hear the existing audio they are replacing.
Only thing remotely workable is not to monitor the talent's mic and have them wear half the headset so they can hear themselves live.

Any suggestions gratefully received
