If you are having problems with the Visual C++ 2015-2019 x64 Redistributable file you can download and install it from Microsoft.
If the software was broken no one would be able to use it. Never discount a hardware problem. If you have tried to install all the versions of 17 with the same result, then the problem lies with your hardware, conflicting software on it, or it doesn't meet the minimum spec requirements.
I have used all free versions of Resolve, including the betas, from 14 to 17.2 on the same computer with no installation problems.
