Blanking Fill doesn't work properly for multiple video clips

If you have multiple video clips in your timeline and you're using the Blanking Fill on the first clip, it will not display properly if there are clips above it. If there is only one video clip, it works fine. If you have 2 or more, the Blanking Fill doesn't fill the Timeline background but takes the width of the clip and makes it narrower and adds the blanking fill to fill up the width of the original clip but doesn't extend to the edges of the timeline.
Is there a workaround for this?

I am adding photos over the top of a video. The video is on track 1 and photo is on track 2. The photo has been taken in portrait so I need to use a blanking fill to fill the black bars to the sides. The problem is unless drop the photo on to track 1 which will crop out the video the blanking fill will not work.

Why can't blanking fill work where ever the photos is on the timeline?
