PS first: Yes, your high-end graphics cards will still be very valuable and important. Decklinks don't contribute to computing power, they just enable a clean path for monitoring. You'll still the GPUs (which ones do you have) for computing and GUI.
Regarding 12K, BRAW is not a computationally heavy codec. If your current 8K sources are R3D (or what else?) and they are running smoothly, you should have no problem with 12K BRAW. You'll normally stay in an 8K timeline anyway.
Regarding Decklink cards, you need to understand the difference between 4K (Cine) and UHD (TV). The cheapest cards only support UHD. If you need cine, you'll need to go higher. The rest depends on the connections you need for your monitors.
