Deinterlacing to 50p not working properly

i would like to export some vhs footage to 50p but i ran into a weird behavior where the image jumpes one pixel line up and down every other frame.

footage:
-PAL
-25p (actually 50i)
-deinterlace set to lower field

project settings:
-PAL
-50p
-deinterlace quality normal (tried with high and NE, didnt change anything)


does anyone know how to fix that? is it a bug? are my settings incorrect or are there any important that i've missed?
btw i'm using resolve 17 because i have not found a way to deinterlace in resolve 16 to 50p

for anyone having the same issue, in my case it was the codec i was workting with!
there seems to be a problem with deinterlacing motion jpeg (.avi).

i converted it to YUV 422 uncompressed and everything worked as it should.
