AMD R9 5950X SMT Issue 16.2.8 Windows

Hello I was rendering a video today on my new PC and noticed that Resolve version 16.2.8_Windows on my AMD R9 5950X was only using the logical cores and not the SMT processors. All logical cores where at 100% but the SMT cores where idle.
