I can set these numbers as Custom values, but when I try to add it to the render queue, the resolution isn't accepted.
It works in 16.2.8 for H.264 and in 17 for H.265. So, it may be a bug.

That said, which screen is this intended for?

Yeah, I have the same! It's not even about the monitor, I just want to see the maximum resolution from my camera BMPCC6K! I don't need H265 and ProRes, I need H264! This is clearly a mistake and you need to return this option!

You can't view them at that resolution. H.264 isn't suitable for editing.

So I'm just not seeing a 'need' here, or even a logical 'want'.

What am I missing?

So they can’t viewed at 1:1 scaling? Can’t be viewed at 8k tv (lets forget for a sec you don’t personally own a 8k tv and don’t see the need)? What is “suitable” is relative, not all softwares drop the ball with h264. What someone needs and what someone else needs don’t always align. I don’t need Cineform for example, why don’t we remove it from Resolve completely?
