Proxy Media Generation Fails On Unusual Frame Sizes

I'm generating a bunch of proxies and I keep getting unspecific errors when I try to generate proxies on some gopro footage that is 2704x1524 in resolution. Footage with more "normal" frame sizes have no problems, such as 1920x1080 or 3840x2160. Proxy res is set to 1/4 and the resolution that keeps failing is evenly divisible by 4 so that doesn't seem to be the issue. Trying to make these proxies VERY small so it's set to H264 as the codec (my computer hates H265).

Looks like the proxy generation ONLY fails when set to H264. Same res, source and destinations does fine on ProRes Proxy
