I have found the reason for this infamous error.
My computer have two NVIDIA 980M GPU with option to be connected by SLI.
The SLI popularity today is gone, and NVIDIA dropping development of new updates for it.
Removing or in my case disabling SLI option in GPU configuration of my computer solving the error in DaVinci Resolve 17.0 b4. Yes I traced this behavior to manifest starting from version 17.0 b4 and continue to 17.0 b7 that is current beta release. I need to add that even when SLI is enabled selecting only one GPU in DaVinci Resolve 17.0 beta4 eliminate this error as well.
Summary:
Disable SLI in your GPU configuration for your PC if equipped with SLI.
