What is the right workflow to combine the Fusion clip with RCM? Coz RMC causes look of Text and Fusion.

Yes

RCM, ACES, and Fusion View LUTs were pretty broken in R16. Honestly haven't messed with it enough to know if R17 is much better, but you might try it out to see if it helps. I do know that R17 provides a control for "Graphic white level" in RCM if you select a custom color management preset. Presumably, this value is set for you (but hidden) with the other presets.

It's funny, I just watched those videos that @JimSimon linked above. The second video summarizes the broken-ness of Fusion View LUTs to which I'm referring very well. I hope R17's better, but the lack of documentation in the New Features Guide does not inspire confidence.

Graphics white level in R17 doesn't work with Fusion or Text+

It works with Basic titles.

Documentation isn't going to fix the brokenness, it supposedly works perfectly fine in v16 too, according to docs.
