mouse scroll wheel better support and customization

I use logitech G mouse with infinte scroll wheel and it behaves different on different pages:
on the fatirlight it behaves the best way: its speed of scrolling the footage depends on how deep is the timeline scale - the closer to frames - the better sensitivity and you can go frame by frame
2) On the cut page it is like fixed and faster then the fast forward - could be at least down to frames so you won't skip anything by mistake.
3) the edit page does not work with the scroll wheel as scrolling through footage at all - only as timeline horizontal and vertical scrolls.
whether more clever use of pre-programmed control or additional settings for user to deside the behaviour could help alot.
