Is there a way to have templates in DVR?
I do a weekly project that has the same intros, outros and frame rates and all that.
I'd like to be able to just open a template and plug in the new stuff.

Resolve provides Project Presets for pre-defined recallable settings at the Project level.

In version 16, Fairlight provided Console Presets which may be saved and recalled via Fairlight menu > Presets Library. In version 17, these are Configuration Presets.

Resolve 17 provides a "Use Fairlight Preset" option in the New Timeline window to recall a predefined layout from a Configuration Preset.

So do the Project Presets mean a general 'template' type of setting so that when I open Resolve I can open a master template and have my clips ready to go?

The Project Preset contains all settings defined in the Project Settings window (which may be specified as the default for all new Projects or recalled on a per Project basis).

The Fairlight Configuration Preset contains all Timeline preferences (e.g. Video and Audio Tracks, Track heights, colour, naming, and routing for Tracks, Busses, and VCAs).

Currently, Configuration Presets do not contain media - while the entire configuration may be pre-defined, source media is currently still added manually.

With Resolve's scripting API, more advanced templates may be pre-defined where new Projects auto-create along with Bins and relevant media included.

A common practice for this scenario is to create a base project containing all the reusable elements and start with that, doing a Save As when starting new 'episodes'.
My Biases:

You NEED training.
You NEED a desktop.
You NEED a calibrated (non-computer) display.
