"Not Responding" Every Time I Select a Project

Resolve (free version) always ran fine on my old desktop, which recently died. It had an i5 processor and a GTX670 GPU. Since then, I have been trying to successfully run it on my laptop with specs below. Every time I select (or create a new) project from the initial "Projects" screen that opens, the screen immediately goes white and says "not responding" until I eventually close it. After not being able to get Resolve 16 to work, I tried 17 and get the exact same issue.
- Windows 10 Pro
- i7-6820HK
- GTX1070
- 64GB RAM
- whole install and save locations are on the primary (C) drive, a 500GB SSD.
