Davinci Decklink Mini monitor 4K - PCI card not seen

I have a problem with my Mini monitor 4K PCI card - it stopped working and I don't see it at all in the hardware list under Linux PopOS. I have tried to use the usb port on the card and rebooted and it gave me update popup for the firmware and it was able to update it - after restarting same problem - the fan on the card is not spinning. I have tried different slots to rule out my z800 pci slots. Inspecting the card I don't see any damage or burning. It seems like it is dead
any other tool that I can try to revive it?
