Weird Colored Lines Bug When Blur Is Activated

When I activate the directional blur, these weird colored horizontal lines appear and are only visible when the blur transition is active. Has anyone come across a similar thing? Found a solution? Or am I just being a noob?

Could this just be a glitch in 17 beta?
