Unable to playback 60fps. Resolve 16

the timeline playback is unable to run at 60fps. When trying to do so the fps hovers and stutters around 45-50fps. Rendering the footage goes smoothly, the exported file seems to work properly, only experiencing issues when trying to play footage on the timeline, as the program seems to struggle to reach and maintain 60fps.

I've attempted changing settings such as:
- Proxy mode in playback. Even after setting it to the lowest resolution, the problem persists.

- Optimized Media and Render Cache. Changing 'optimized media format' to DNxHR HQX and doing the same to 'render cache format', the problem persists

- enabling background caching after [1] seconds, the problem persists

- lowering the timeline resolution to the lowest possible setting other than custom resolutions, the problem persists.

Even after recently making sure CPU and GPU drivers were up to date I still experience the same issues.

1. Use Cineform 10 bit at 1/4 resolution for Optimized Media.

2. Make sure OM is in use under the Playback menu.

3. Report back.

The average framerate has dropped from 45-50 to 33-29 on these settings, running the same raw test clip as before, however, there are now visual issues along with the lowered framerate. Still having issues.

Replying again to try and get more solutions and fix this problem. Still experiencing issues.

I've discovered something new with this performance issue. The timeline playback still has trouble playing at 60fps, and still experiences stutters and lag even in sections where there is only audio and no video. So likely, the issue isn't being caused by the optimization of the visual media in the timeline and is some sort of software or hardware issue. I've tried reinstalling to fix this issue with no results

Again if any info needed is missing from this post, I'll do my best to update the system information given in the first post.

If my earlier listed steps didn't allow full speed playback, then it's highly likely you have a system performance issue unrelated to Resolve.

Post up your hardware specs and storage setup.

running with an amd ryzen 7 3700x, a gtx 1070, and 16gb ddr4 3200mhz ram. If I recall correctly, these specs should be over the minimum required specs. Possibly, the version I'm trying to run is a bit more demanding? I'm going to try installing earlier builds to see if they perform better on my setup. I'll report back on that later.

I've got resolve installed onto an ssd that is used as the main drive for windows and other system programs. A slow but bought new 2tb hdd stores the footage that i import into davinci. I'm unsure of how to test the specific speeds of these drives so i'll get back on the speeds and the specific details if needed, just let me know. I have tried putting media onto the ssd before importing it into davinci to see if it made any difference in the performance, it doesn't change the outcome.

Again if any additional info is needed please ask. I'm not very tech-smart, the help is appreciated.
