Question about Frame Rates and Speed Changes

Hey all, I'm a super newb here but I've worked with davinci here and there. I have a timeline that is 4k and 60fps. I wanted to smash the fps to 30fps and just speed the clip up to 200% but it seems I'm stumped. When I choose to export in "Individual Clips" My adjusted frame rate is correct at 30fps but it plays slow so it isn't keeping my speed changes in the clip attributes option which I made in the edit tab and the cut tab (I was reading up on others having a similar issue which is why I changes both) When I set it to single clip export, it just exports at 60fps like it kept no changes at all. How can I achieve both a frame rate change and a speed change in my clips? do I have to export as an individual clip and then make a new time line with that exported clip and THEN change my speed? seems kinda overkill but I'm stuck. Any help would be appreciated!
