"Place On Top" operates the same as "Source Overwrite"

Hi,
In the Cut Section, if I highlight a Title and then want to place it by pressing "Place on Top", it will not "Place On Top" but will perform a "Source Overwrite" just like the operation to the right does.

In my version 16, it operates correctly.

I'm seeing the same here in Studio 17b7 for Windows.
My Biases:

You NEED training.
You NEED a desktop.
You NEED a calibrated (non-computer) display.

I am seeing the same too. Only for titles because for a video file it works correctly. Must be a bug.
