There are quite a few elements that don't seem to work and I'm finding more each hour I do the training. Should I download 16 and work with that?

You're not very forthcoming with information as to what is missing. It's quite possible the tutorials are using the Studio version of Resolve as there wouldn't be much point just covering the free version. Better to cover all features.

Yeah, it's difficult for us to help without specifics.
What elements don't work? What kind of media are you using? What's your hardware setup? What Operating System and version?
